| Nepalese national crisis has deepened more after the royal proclamation of October 4, 2002. Due to the inability to hold election within ascertained time of 6 month, the take care government forwarded the joint voice of all parties to prolong the election duration in front of monarchy. The parties and government were reached for prolonging election duration after the Maoist attack in Bhiman and Sandhikharka. There should be more blood spill out in this turmoil situation. So this was need of time to bring Maoist at first in dialogue and create the seize fire condition or provide secure condition to poll. But the king twisted the fluid situation. Stipulating the article 127 of Nepalese constitution, the King misled he heart of constitution and booted Deuwa government taking over the executive power. Certainly, it is the violation of constitutional provision. No king can do hire and fire the elected prime minister. But the king has promised to be within constitutional monarchy despite the fact that the reflected actions are not in scene of believe. The day after, ANNFSU, the vibrant and strong student organisation, reacted at first, breaking through the horror mentality of political parties and people. It became news of glory for sympathisers of democratic movement. The members of our organisation marched towards the street of Kathmandu, demanding to end the susceptibility of King towards the sake of democratic values. They shouted on the street articulating the slogans- Respect the Democratic Values! No hit over democracy! No invite despotism! Long lives multiparty democracy! Long live ANNFSU!
Two day later, ANNFSU, Democratic National Youth Federation, GFRONT, All Nepal Peasant' Association and All Nepal Women Association marched together the rally protesting the unconstitutional footstep of King. Thousand of youth and students jammed the street, leaders addressed the rally and all protesters raised the voices for democracy. In such a crucial condition, all political parties show their patience not to join the fray between political parties and the monarchy. They requested the king to go ahead by the mean of negotiation with major political parties. But the king turns to deaf ear towards the voices. Though he hired the prime minister as per the mandate of parties given, but the whole cabinet and major responsibilities were appointed as per their own interest, were not the personalities from any forum of people's representatives, but remained as hands to defence the previous tyrannical Panchayat System. The major political parties absolutely denied to be appointed, and equivocally pronounced the under going situation is unconstitutional and against the spirit of the 1990 peoples democratic movement. Western countries, Japan and even India are not fully supporting the king's undemocratic step.
Our supported political party, Communist Party of Nepal-Marxist and Leninist has announced its peoples awareness program to protest such undemocratic step. All six political parties, which were all representatives of the dissolved parliament, have denounced the Kings ministerial as inconsiderable. On the other hand, the Maoist insurgency is being more offensive and to enter in rural side is too impossible for the leaders of political parties. In fact, our nation is going towards bloody and devastating situation. The sword of Damocles is hanging to cutthroat of democracy. We are thinking how to up rise the student move for the secure of democracy. We would like to request for your support and solidarity. And we would like to expect your voice against this undemocratic move.

| Amidst the state of emergency, the strong, fabulous and glorious student organisation ANNFSU has lunched successfully its16th national conference from Sept. 2-6 in Katmandu. Thousand of student's marched the rally of capital articulating peace for the nation to breakthrough the undergoing devastating and bloody situation of the country. ANNFSU has already declared its conference slogan as " Social awareness against murder violence and all types of extremism, Strong student movement for the affordable, access able and quality education". The conference is inaugurated by CPN(UML) general secretary com. Madhav Kumar Nepal. In inauguration ceremony CPN(UML) standing committee member com. Bamdev Gautam, WFDY G.S. Harchan Singh and as well as other foreign guests, different student organisations leaders, ex ANNFSU leaders expressed their greetings and strong solidarity for the conference success. Among the 750 students delegates all over the country, the close session was started in Tribhuvan University memorial hall from Sept 3 to 6. A lively discussion was performed on the political report, ANNFSU constitution and for its leadership pattern. Basically,the conference renewed the leadership catching the sprit of both reunion ANNFSU's joint secretariat. The two strong ANNFSU unified just before six months ago and formed a joint leadership for conference preparation.

- The conference condemned the state of emergency and it's overthrown repercussion on the peaceful democratic process, It emphasised not to prolong the state of emergency.
- The government security personals arrested ANNFSU central committee member and student union president of ASCOL Campus Tendi Sherpa on Aug. 19th from the hostel. Where about he has jailed is not yet confirmed. The conference strongly condemned such types of repressive activities of security personnel and put the urgent demand to release him.
- The conference denounced the extreme and terror motive activities of Maoists and put demand both gun firing parties to come on the process of cease fire, peace talk and negotiation. The conference also put the demand to the government to ascertain the November poll for the appropriate national political solution.
- The conference has demanded to solve the Bhutanese refugee problem.
- The conference expressed it's strong solidarity for the democratic movement of Burma, Patriotic movement of Palestine, reunification movement of Korea, and it put greeting for the successful 21st centuries freedom movement of east Timor. It condemned the US activities after the September 11thunhuman terrorist attack over Twin Tower and Pentagon, defining Iraq, North Korea and Iran as axis of evil, to fulfil US vested interest.
- The conference strongly condemned the privation and commercialisation in education; specially for the encroachment of World Bank and IMF in higher education under the banner of decentralisation. The conference also passed not to convert rural sides educational institutions as a parade spot of government army and Maoist Guerrillas.
