Though,
showing the cause of unsound financial condition
of NOC (Nepal Oil Corporation) and in the
name to bring price as per across the border,
the government forgot its social duty that
faced by poor Nepalese people in hard and
grief in their life. The government took
the mean to load over the price on the shoulder
of poor Nepalese people rather than to infiltrate,
transparent and to assume competitive NOC
corrupted mechanism to revive in its' precondition.
Moreover
student community humiliated and fired with
this decision of Chanda government after
not any alternatives left to survive with
their limited resources. The cost of rationing
they declared in kerosene, would be 23.00,
is not more than the vested interest of
the corrupted NOC mechanism with the patronage
of the related government. Public transport
owners hiked the fares on public buses by
30-40 percent. And, domestic airline operators
decided unilaterally to add RS. 350 per
passenger in airfare. As a vanguard of social
and democratic movement, ANNFSU took out
rally to protest this public-suffering decision
of the government. Writing each letter on
black cotton sheet and tying each it in
their chest, ANNFSU leaders and cadres chanted
and demonstrated on the street for the immediate
drawl of this decision.
BUTWAL
MURDER:
A SHAMEFUL ACT OF SINFUL GOVERNMENT
The
students were returning back to the campus
after successfully lunching 45-minute strike
program at Mahendrachwok-Butwal as per already
scheduled by the seven students' organisations
of Nepal against this petroleum price hike
by the government. Certainly, in nature,
students were more excited with these governments'
non-philanthropic decision. They articulated
the slogans against the king Ganendra's
evil interest to disparate the multiparty
democracy. Then the skirmish took place
with police. The police with out warning
and with out taking any measure to control
to the students, they opened fire and shot
dead one district student leader Devi Lal
Paudel. The police entered within the campus
premise. They brutally Lathi charged, opened
the tear gas and fired two blank shots.
Dozens of students sustained injuries.
Then
to protest this venerable act of police,
the students took a mean of bull-diplomacy
by stopping vehicles and took set ablaze
the police beat.
Paudel
was a District Leader of Nepal Progressive
Students' Union also was in the joint student
movement along with ANNFSU and with all
other sevens. Bullet penetrated his head.
His blood spilled all over the ground of
Butwal Campus. He sacrificed his valuable
life for the cause of student rights, democracy
and social justice. He will remember as
a first martyr of the whole pro-democratic
movement launched after the King's retrogression
path by the Oct. 4th, 2002.
At
that night ANNFSU and seven students' organisation
took meeting, honoured Paudel as a martyr
and committed to uplift the movement by
transforming this hour of grief towards
the glorious path of victory. By the next
morning, ANNFSU and seven organisations
carried out a protest rally against the
brutal incident of Butwal.
Next
day, early in the morning, they noticed
in all campuses of valley. Thousand of students
gathered at Ratnapark by eight o'clock flattering
the flags of organisation and shouting the
innermost anger on their slogans against
regressive government they shouted - King Ganendra down! down !, Chanda government- downfall! downfall! Long live- martyr Devi Paudel!
. Brutal government-downfall! etc.
The
fierce and anger mob headed in the direction
of Putalisadak. All the traffics were jammed.
Student set ablaze a fire on tyre in the
middle street. Police could not dare to
come near to the students' rally. They were
consistently facing the hit of stone and
bricks. Then the rally turning by the direction
of R.R. campus reached again at Ratnapark.
Till this moment, the small demonstrations
were on to join the main rally. The continued
skirmish was happened between police and
students. The students' leader addressed
the students' mass gathered and then dispersed
the mass to converge at that day-protest-program
at Trichandra collage.
On
9th April, the Home Ministry constituted
a three members probe committee headed by
joint secretary of home ministry to investigate
upon the death of student leader of Butwal
incident to submit a report to the government
within three days. Along with major political
parties, a number of organisations had condemned
this Butwal incident. The office of dean
of Tribhuwan University urged demand to
find fact and take immediate action on such
accuses. At the same day, Supreme Court
issued a showcase to the government for
the reason to hike petroleum-price.
At
noon of April 10th, ANNFSU and seven agitating
student organisations organised protest
mass meeting against this brutal act of
government. The heavy flow of the students
joined this program. Since the valley is
under full of horror, no buses and other
vehicles seem to the street. Students' of
TU, Patan, Pashupati and from many other
colleges came Trichandra collage crossing
long way of two hour on foot. They reached
at program spot joining a fight with police.
They demonstrated and shouted on the whole
way.
They
reach at the heart of Kathmandu demonstrating
and shouting the slogans against government,
and setting a fire on tyre along the whole
way. They smashed the police beats and dozens
of government vehicles they met on the street.
At
around to full gathering of students', the
students' started to ablaze a fire with
tyre in the middle of the Kings way near
to the front gate of TC collage. The skirmishes
were started between police and students.
Police were back towards the direction of
royal place due to the heavy thrown of bricks
and stones from the students' side. At that
day's protest with mass meeting, ANNFSU
president Rajendra Kumar Rai, NSU secretary
general Gagan Thapa, ANNISU-Revolutionary
president Devendra Parajuli, ANNISU unified
President Krisna Adhikari addressed the
mass meeting. The student leaders lambasted
the king and king's government not to play
with this fire, the 'student-forces'. There,
in other side, fray between police and students'
was continuing. Police fired tear gas and
two students cadres were seriously injured.
After
finished the program, the students were
dispersed on their way. Looking this chance,
the police broke into the campus and beat
up the students. The students' were dragged
out from the buildings and thrashed with
boot and batons. The traces of blood of
the students seemed scatter around the campus
premises. The three students thrown down
from the rooftop of building. Hence, dozen
of students were seriously injured. In Butwal,
the whole day was in full of tense. The
annoyed demonstrations of the students poured
over in the street. The whole city was closed
down. Vehicles took a rest in full of strike.
The same also happened in Biratnagar. The
heavy mass of the students came out in the
street and flayed this bloody killing of
the student.
The
movement cut fire nation-wide. The
joint student struggle committee put forth
the demands to the government to take action
against accusation and to give compensation
to his family of Devilal Paudel. They issued
an ultimatum to fulfil their demands with
in a week. Though, they reduced the indefinite
call of Butwal Band for a week, Its' repercussions
not only seen in Butwal, but spread up to
Rupandehi and Chitwon. This was perhaps
the longest strike seem In Butawal. It faced
the shortage of daily usable goods and vegetables.
Since, it is the neck point to pass east
west, all national transportation system
was on jam. The fierce demonstrations were
continued and skirmishes between police
and students were happened. In Butwal, dozens
of students were injured as police Lathi-charged
to disperse protesting students. Life of
Butwal remained paralysed. The western important
city Nepalgunj also cut fire of this movement.
As the students were parked to flay the
Butwal incident and started to close down
the shutter of shop, the fray took place
between police and students. The police
atrocities seem again there in Nepalgunj.
Seven students and ten policemen wounded.
The policemen severely beaten up one local
journalist keeping him in custody. In Biratnagar,
students showed black flags to prime minister,
who was in the city to inaugurate a newly
built building of Morang Industry organisation.
They shouted aggressive slogans against
him. The whole city was closed. Some government
vehicles have been targeted at a moment.
Police charged the batons and new skirmishes
took place between police and student. As
police cracked down the masses of students,
they followed the agitators and entered
inside the newspaper office. They could
not able to find the demonstrators but they
beat up the local journalists.
On
April 10, Narayangadh and Butwal converted
into full of tension. Butwal Joint Struggle
Committee (BJSC) called whole Rupendhehi
close along with Butwal city.
In
Narayangadh, students demonstrating a fierce
rally brunt an effigy of primer-ship at
Sahid-Chwok. They launched three-hour vehicle
strike. The mean of tauro-machy by destroying
government vehicles was also taken there.
The police and army jointly deployed to
repress agitators. They Lathi Charged on
the mass of students.
At
the same day Janakpur and Rajbiraj were
also closed down. In Janakpur, a fierce
group of students threw stones at home of
Dr. Asharfi shah, one of the minister of
Chand Government. They dismantled the glasses
of police beat-post of Bhanuchwok.
To
reduce the tempo of the spreading movement,
retrogressive King Ganendra took dismissal
to the home minister Dharma Bahadur Thapa,
Education Minister Devi Prasad Ojha and
Supply minister Mahesh Lal Pradhan. It was
the quackery to be safe from the out burst
anger of the student community. And, it
was trial to be seen the king in philanthropic
motive among the people.
Through
by this removal of three ministers, students'
agitation did not come on cool but advanced
and spread up nation-wide.
In
Bara district, huge rally was demonstrated
demanding rolling back of petro-prices and
resignation of Prime Minister Lokendra Bahadur
Chanda. In Bhairahawa, the general strike
called by joint action committee of student
organisations culminated in a joint mass
meeting. In the same way, Kapilvastu also
fell on the verge of general strike. At
that evening, the student organisations
lunched successfully black out program.
Police arrested 21 protestors along with
NSU general secretary Gagan Thapa and ANNFSU
secretariat member Rajan Rai(11th April).
Next
day, student organisation announced closure
of petrol pumps nation-wide. On April 13th,
eight student organisations called a massive
protest program as scheduled closure of
all private schools and campuses on April
26 and 27.

By
this meeting, there seemed differences on
how to drive further movement. As Tribhuwan
University has already declared the election
of Free Student Union, ANNFSU and other
seven were on stand to conduct simultaneously
the student movement and election. But,
ANNISU-revolutionary was insisting to postpone
the poll. In fact, Free Student Union election
is the result of great struggle of student
during the hard time of Panchayat autocracy.
It played vital role for the democratic
movement of Nepal.
According
to regular schedule, the election should
be hold as scheduled. But, at that time
ANNFSU-Revolutionary stood against this
student election as they put demand to T.U.
administrative to make public the status
of their detained student leaders. Actually,
during the time of state of emergency, the
fray between state and moist was on climax.
As related with this movement their student
leader also arrested and kept in custody.
Their where about was not making public.
Probably, they were brutally killed. Of
course, it is great violence in reflection
of international law and human right. But
this time Maoist and government were on
talk making cease-fire. They should create
pressure to the government. But, they did
not do so. They took mean of tauromachy
on their military might creating terror
among campuses to abrupt the election process.
On
such a fashion, ANNFSU-Revolutionary, We
ANNFSU, remaining other student organisations
and T.U. administrative came to agreement
to put demand and pressurise to government
to make public the arrested student leaders.
And, consequently agreed to lunch student
election by the next Month.
This
time also, they expressed openly not to
let proceed the election. It brought the
clear differences on the stance between
ANNISU-Revolutionary and other seven. We
made best try to go jointly proposing them
by setting demand of detained student leaders
on the chart of joint student movement.
They did not come to agree.
They
were willing to postpone the scheduled election.
Here, the question generally arises, why
they wanted to impede abruptly the student
election? The crystal clear fact is that
their party in national contest has been
demanding the referendum for constitutional
assembly. In Nepal, student election measures
the popularity of political power among
the educated new generation. It relied,
as mini general election. ANNFSU-Revolutionary's
popular base among the campus students is
too poor. From the beginning of the history,
ANNFSU has been being great winner in this
election. This time, ANNFSU was reunified. No doubt! ANNFSU would gain landslide victory in this free student election. Hence, the ultra leftist organisation did their best by impeding the election with their military terror made relief on what the ultra rightist should bear tension in the future. Because, the ultra rightist know very well that the seed of democratic movement has grown up on this fertile land of free student union. Hence, differentiating on this issue ANNFSU-Revolutionary ousted from the joint student movement.
The declaration of movement conjoining with scheduled election was lunched vigorously nation-wide.
In due course, the Rautahat was closed (general strike). The clashes between security forces and student made tense situation. Student hit over government vehicles and damaged many government offices. Police arrested more than 17 students. As they called nation-wide Banda on April 28 and 29,as its' pre program blackout, massive torch light rally and nation-wide strike were successfully lunched till April 19th. The government strictly banned over the torch light rally. In hundred of places, student carried out torchlight rally and fierce demonstration. Police brutally poured over this rally, though not succeeded to over these street tigers.
With the hidden patronage of Chand government and T.U. administrative, ANNFSU revolutionary forcefully locked on offices of election procedure brought the movement again in juncture to burst. The postpone notice of T.U. on FSU election indefinitely showing due cause of Revolutionaries pressure geared up the tempo of irritation among the students. The announcement of TU to suspend the proposed FSU election on April 17th converted the campus premises and annexed streets into battlefield. The rattling of bricks and stones among the students and police rejoined the tug of war. They brunt tyres on the street near campus premises.The street of RR Campus, Amrit Science Campus, Shankardev Campus and dozens of Kathmandu were on a dilapidated look with brunt tyres and pile of bricks and rocks. Beergunj and Butwal also remained tensed. Students brunt the chair of campus chief. In Gaighat, campus and other educational institutions were closed down. The Far East Jhapa and western part-Nepalgunj was floored under the angry demonstration of students. At that day more than 25 students were arrested and dozens of students were injured. Students of Mahendra Multiple in Dharan closed two plain cloth police personals inside the campus building. Agreed in writing not to inter in campus in future, he released after several hours. And, the same happened in Biratnagar. Plain cloth police personnel closed in campus premises from 10 am-6pm. After trilateral meeting between police, student and campus chief, he released later making assign on the paper of accusation.
The Rattle-Battle in campus
As the security forces entered the premises of central campus TU on 18th April, 2003, students protested them telling the 'words of anger' on an evolving ground of one of their friends crusade at Butwal and the day before postpone of FSU election. This converted the situation in tense. Hence, the rattling of bricks and stones of students vis tear gas of riotous polices converted the TU premises on the battlefield.
The hostel and campus premise barricaded compiling stones and bricks, breaking the way by the electricity poles and cut-downed tree and showing the tog of war backwards and forwards along with rattling stones and teargas cells. Police fired more than 200 tear gas cells and students rattled stone and bricks in against. As more, they caught the thrown teargas-cells stopping up in its leakage and reimbursed to the police. Cells chemical blistered on hand of the fighters. It made wound on fingers and later had to treat.
As fighting was continuing, the police intervened the hostel. Police ruthlessly beat up the student whether they were involved in fighting or not. Two students were thrown down from the rooftop of three-stair hostel. Fortunately, they could alive, as they were thrown via plywood rooftop of another small building and finally fell on ground. Police damaged door and entered inside. After four Friends jumped down through window and ran way facing the baton of police. ANNFSU cadre Rajendra was still in the room. There was other police waiting the ground severely beat up on his unconscious falling condition. According to eyewitness, the one of the students was on middle of the 10th of polices and batons were charged on him at once. In adjoining street of campus premise, the combating forces uploaded in 3 trucks were patrolled.
Dozens of student seriously injured & three of them were arrested. The wounded students rushed to the Teaching Hospital. Among them the condition of Rajendra was too serious. The three arrested, Kibraj sharma & …… cadres of ANNFSU and Tara Dhamala of NSU were jailed in Bisalbazar police station. As he told to me, Khibraj bore police atrocities within police office. Police severely beaten up after taking him in jail.
Next day, central campus was on verge of violence and full of tension. Some of the students who were beaten up last day, set fire on old book store building on thought of rivalry to the brutal government. At noon, in fierce mood, the cadres of student organisations set fire on the chairs of FSU election commission office & principal office of central campus. Though government media rumoured this event at large as the students burn the Gandhi Bhaban and campus Building. Actually students did this mean of tauromacy to relief their irritation.
In downtown campuses of capital, R.R. campus was already fallen in verge of confrontation. To burn tyres, blockade the traffic, piling and throwing stones were students' common duty. As police had the stone blocking plastic shields the students used tin and 'silt net' to block bricks from police side. The silt net was kept there to filter the silt for the building construction. Seeing the silt net police used to laugh but continued again to fight.
Students of Shankerdev also blocked traffic of Putalisadak till three hours. At exchange of breaks and stone from student and police, the almost shops were closed that day. The students of Ascol, Trichandra, Padma Kanya, Mahendra Ratna, patan and Sarasoti also joined a stone-brick fray to the police at the whole daylong. The road of Ascol Campus was under the control of students. No vehicles were aloud to pass though this way. In P.K. campus, the police arrested Indra Tiwari, Urmila Pangyar and Binita Adhikari from the battle of students and police. Police also arrested the FSU-Mahendra Ratna campus Vice-president Mohan Gautam from the campus premises.
The front street of campuses of capital seemed as littering stone and breaks and with remnant of burnt tyres. In out of capital, the same happened in the major cities of country such as in Pokhara, Biratnager, Butwal, Chitawn, Surkhet, Nepalgunj, Dhangadi, Mahendranager, Janakpur and Hetauda with clashes between police and students, closedown of city and educational institutions, burning of tyre and attack over government vehicles.
At the same day to cool students' fierce mood, the government compensated five hundred thousand rupees to the diseased family of student. This was no more than crocodile tearing to subjugate the spreading of students' movement. The deputy prime minister Badri Parsad Mandal at occasion to give compensation blamed the leaders of political parties to 'derail the peace process. At a time to hand-over cash, martyrs Devi Paudel's old father burst into tears asking the minister; '
Was My Sons life worth five hundred thousand rupees?'
In another hand government ordered the district administrative to take stern action against all those involved in violent action. As stipulated by the home ministry statement, "at a time when the peace talks between government and Maoist are about to start, we are deeply in hurts by these types of vulnerable activities." It cleared that the revealing sentiment of government was in hurry. Certainly, student movement succeeded to over the police force. In next day, the government ordered prohibitory banning over the torchlight rally. This ban was issued, keeping in mind, that day's open students' torch light rally on the eve of the nation-wide after-day strike. The students overcome defying the ban of home ministry. In Kathmanda valley, more than 22 places, including Sundhara, Ason, Indrachoak, Raktakali, Baneshwor, Gyanesshor, Patan, Khichapokhari, Maitidevi, Chhetrapati, Naradevi, Suryabinayak, Koteshor, Lagan, nagol, and Kirtipur. Rallies were demonstrated across the major cities nation-wide. The skirmishes took place between students and police in Jhapa, Sanja and Palpa. In Jhapa, more seven students were injured when police blank fired in air and 4 students were injured with their baton charge.
As students making for evening touch light rally, police arrested four cadres. That day riot police with supportive of Army poured in the street. They were seemed in mood to snatch the rally before starting.
