The Incident of 1960 and The Struggle for Free Students' Union:

The black action of 16th December 1960 was nothing at an event to replace one reactionary clique by another thus establishing monopoly of the later in the political stage of the country. This event did not alter the substance of the Nepalese people's struggle against feudalism and imperialism. The character of the Panchayati rulers, who were installed in power by 1960 action much resembled with that of their predecessor reactionaries. Although the Panchayat government professed much mockism slogans of nationalism, they proved to be more fascist in imposing their pre-ponderous rule. They imposed ban on the free students union. But the students being well aware of the need of students union to direct the course of students' movement carried on the struggle for free students union. The struggle in this line started in Dang, Jhapa, Morang, Sunsari, Janakpur, Pokhara and Kathmandu. It soon turned into nationwide movement. To calm down the just struggle of the students, the fascist Panchayat Government used two-pronged tactics. On the one hand, they charged on the students with batons and bullets, chains and  cuffs and such other ruthless means as electrocution and charring the skin by the heated  steel rods; on the other hand, they produced a phony "Nepal Students Organization" with a bunch of lackeys. A small section of ANSF with the ideological background of soviet hegemonies also assisted the "Organization". But the batons and bullets unfettered the mass of progressive, democratic and patriotic students with the long experience of struggle. They uprooted the anti-student plots. Persisting on the resolute struggle they finally came victorious in their just struggle. This resulted in the uprooting of the "Nepal Students Organization" and in 1964, the representatives of 18 colleges successfully held the "Valley-wide Students' Conference". The Conference has got a historic importance in the Nepalese Students' movement. Organizational efforts to set up ANNFSU, were initiated in this Conference which had to move through several venues like Tri-chandra College and Indrachok to save from reactionary suppression.
